Here is a step by step tutorial on how to download Cydia 1.1.3:

Step 1: First of all, this guide can’t be done from a computer so you need to open it directly from your iPhone.

Step 2: Download Cydia 1.1.3 from this link on your iPhone.

Step 3: After you are directed to a new Safari page, select “Open in iFile”.

Step 4: To install the iFile, press “Open in iFile” and tap “Installer”

STEP 5: You only have to wait 5 minutes, once it’s done, you will see the new version at the bottom of Cydia.
